These villains, while not as important to the story, add another layer to the main plot, making One Piece better in more ways than one.

10 Sterry

Sterry was the adoptive brother of Sabo and a very pompous child back in the Goa Kingdom. First introduced in Luffy’s flashback, Sterry appeared to have ill intentions ever since he was a child.

After growing up, Sterry sought to emulate the Celestial Dragons, making him an extremely evil person. He’s also currently the King of Goa Kingdom. More importantly, the deaths of the former King and Queen of the kingdom were deemed to be very suspicious and Sterry likely had something to do with them.

9 Shiryu

Shiryu was introduced in One Piece’s Impel Down arc as the Head Jailer who was imprisoned by Magellan due to being way too cruel with the prisoners. After having been released from prison, he immediately started to kill indiscriminately once again.

Although he promised to help stop Blackbeard, Shiryu ended up joining him and making an escape from Impel Down. Shiryu has grown several times stronger ever since and is just as evil.

8 Hogback

A genius doctor, Hogback worked with Gecko Moria and appeared as a minor antagonist in the Thriller Bark arc of One Piece. As a doctor, he had tremendous fame along with the love of the people, however, Hogback wanted more.

After joining hands with Moria, Hogback used to supply him with corpses to reanimate. Hogback dug countless graves, including that of the woman he was madly in love with, Victoria Cindry. Using Moria’s powers, these corpses were animated and made into puppets for them to use as they wanted.

7 Spandine

Spandam’s father, Spandine, is one of the evilest people in the world of One Piece. He was introduced in the story in Nico Robin’s flashback where he led the investigation of Ohara as the leader of the CP9 and eventually summoned a Buster Call.

Just like his son, Spandine didn’t care much about anything other than his promotion and took a lot of enjoyment in the suffering of other people. Spandine eventually fell ill and started to lose his influence in the World Government.

6 Wapol

One of the minor villains in the Alabasta Saga, Wapol appeared shortly before the arrival of the Straw Hat Pirates on Drum Island. There, it was revealed that Wapol was an atrocious King and he let his people suffer because they meant little to him.

Wapol also kept all the doctors in the country to himself, denying basic healthcare to the people of the island. When Blackbeard attacked Drum Island, Wapol escaped and left his people to die.

5 Kanjuro

Kurozumi Kanjuro was a survivor of the Kurozumi clan. As a child who did theatre, Kanjuro witnessed the death of his parents at the hands of Wano’s people. He was punished for the sins of Orochi’s grandfather and he paid a great price.

Having lost all sense of being, Kanjuro began working for Orochi and infiltrated Oden’s Samurai only to betray everyone at the last moment. Kanjuro is certainly an incredibly evil person.

4 Jack The Drought

Jack was introduced in the Zou arc where he played the role of a major antagonist but, as seen in Wano, Jack is far from the strongest person in One Piece. When it comes to barbarism, however, Jack is up there with the very worst of the Beasts Pirates.

Not only did Jack brutalize the Minks by poisoning them all, but he also killed a lot of the survivors after interrogating them. Jack’s influence is much lower in Wano than in Zou, making him an evil side character.

3 Diamante

The occupier of the diamond seat on Doflamingo’s council, Diamante was one of the people that the Heavenly Yaksha trusted the most. During the Dressrosa arc, he was revealed to have killed Scarlett in a gruesome manner.

What’s more, Diamante could also have killed Rebecca had Kyros not arrived to save her in time. He teased people throughout the battle, knowing how he could hurt them the most.

2 Vander Decken IX

Vander Decken IX was a secondary antagonist in the Fishman Island arc and he played an extremely important role in the story. Ever since Shirahoshi was a child, he planned on kidnapping and marrying her, which is extremely disgusting the begin with.

What’s more, Vander Decken killed several people with his Matto Matto no Mi powers. It goes without saying that Decken is one of the evilest characters in the story.

1 Saint Charlos

One of the Celestial Dragons, Saint Charlos was introduced in One Piece’s Sabaody Archipelago arc, and just like the rest of them, Saint Charlos treated everyone as his slave. He was traveling on the backs of people, reducing their value in the eyes of the people.

What’s more, Charlos almost forced a woman to marry him despite her wanting nothing to do with him and already being engaged. Charlos, however, didn’t care. Worst of all, he shot Hachi in front of Luffy, which angered the Straw Hat Pirate so much that he got violent.
